It must be that the extension number is not assigned.
After you connect the AC adapter (p. 10), all of the extension indicators flash
until you assign the extension number of your unit. Even if you do not use the
intercom, assign the number. Otherwise all of the extension indicators will
continue flashing. See page 16 of the manual here

he answer is somewhat hidden in the manual for KX-T3281W; I couldn't find one for the 3280 but the results are the same; problem solved!!! Look on page 37 "Assigning extension numbers". I just pressed the PROGRAM button; press one of the extension keys--a beep sounds. The red lights should stop blinking.
Let me know if this works for you. I got this solution from Barclays Enterprises in CA. They sell and service phones etc. I have no connection to them other than appreciation for helping me solve this dilemma.
