Had the same problem on my wife's van and at the same time the brake lights werrn't working correct. The tail lights, brake lights and turn signals all worked properly as long as only one of them was on at a time but if 2 or more (or all 3) were on at the same time weird things happened. I've also noticed several other vans with similar taillight/brake light problems.

I had it diagnosed and fixed. Turned out there were a couple electrical connectors that had overheated and shorted out. One of them was a pigtail connector in the taillight which is supposed to provide a common ground for all the different bulbs but the ground wire was screwed up.

There was also a brake sensor switch or something that had failed. This is the part that caused the traction control system to turn off because if the computer cannot get accurate info about when the brakes are being applied it cannot determine when to activate TCS so it simply turns the system off.

Hope this helps.
