Loud Whirring From Motor Of 5 Day Old Nordictrack C600

My treadmill was bought 5 days ago new and all of a sudden there is a loud whirring/knocking noise under the motor cover. I removed it and watched for anything odd while it ran and noticed that there is a small fan next to the motor with metal fins that does not spin. Should it be spinning while the machine is running?
