My Phone Won't Work With Any Local Sim

Hello helpers, i have a nokia c1-01 with IMEI: but no local sim works in the phone. If i insert a sim, there wouldn't be any network coverage meaning it wouldn't even recognize the sim card. my believe is that, it has been locked in a particular network....can someone help me please?????? Thanks in advance
