Brake & Alternator Lights

Brake & Alternator lights flash over 60 mph. Alt. light is bright, brake light is slightly dimmer (feedback). Alt. output @ idle; 13.8-13.9. Stayes good until 60 mph then drops off unless I floor it, then returns to 14.1. Engine grounds are clean & tight. Can't locate dash grounds. Also wipers will operate with key off! Anyone have any info on this?
