Charging System

New alternator and battery. The altsernator voltage output is only battery voltage while engine is running. I have checked all wiring except for one wire that goes from one side of the plug that goes to the alternator brushes. This wire goes through the firewall. I need to know what this wire is for does it go to a relay under the dash?? I have checked the voltage on the brushes when the engine is running it is only about 3 volts dc. Is this correct?? what do I do next??
