Subsidy Password

Okay , the thing is i have this motorola fone that was sent to me from overseas and it says to enter the subsidy password. So i took the fone to a service center and they told me that they cannot unlock it. their advice was to send it back to where it came from to be unlocked from that country. The IMEI-356893016575696 MODEL-Motorola W376g Please help me
