Mercury 2007, Tpms Is Not Getting Active, Have Changed Ddm+all Tire Pressure Sen

Mercury 2007, TPMS is not getting active, have changed DDM+all tire pressure sensors and have done the programming procedure, after completing the procedure i got a message on display that the TPMS is activated but when turned the ignition OFF and after some second turned it ON the problem was still present to train the TPMS.what i have to do here??what can be the fault??
