Pumping Sound In Rear Interior Panel

I have a 2005 Mercury Mountaineer. There is a rythmic, pumping sound coming from the passenger side rear storage panel over the rear tire. This sound started recently. No warning signals have appeared. What might this be. Is it something I can repair
