Won't Brown Meat Or Food

just got this oven after having electric for 44 years.  I hate it.  won't brown any food.  do I put foods upper part, lower part?  Do I put convection fan on?  So much moisture comes out when I turn on oven.  My mother had gas oven 60 years ago and her food always came out fantastic.  I don't know what to do since I can't afford to buy another oven.
