Pulsing Protect Mode When Cold And No Input Signal
Have a Mackie HD 1521. When you power up from cold, the protect circuit pulses in and out about twice per second.

There is an output board with 4 toroidal core transformers and some caps. It ouputs to HF and LF drivers and the power indicator LED on the front grill. This output board was apparently giving erroneous feedback to the protection circuit but only on the LED channel! Disconnected the LED channel from the motherboard and it works fine. Who needs that LED anyway. Answered my own question.
