A White Box And 2 Transparent Circles Keep Appearing In The Right Hand Corner

A white box and 2 transparent circles keep appearing in the right hand corner of my screen with an extra cursor. The cursor keeps blinking and I am not able to move my cursor around. Can you tell me what this is and how to disable it?
