No Water Entering

Water is not getting into the washer.  The hoses are all fine...I removed the hoses and water is coming from the valves, I attached the hoses and water's getting through the hot/cold lines.  When I connect to the washer and try to run a load I can hear the washer trying to click the valve open to let in water but nothing's happening.
