Outside Unit Won't Turn On

The inside fan works but I can't get the outside unit to come on. The on/off indicator lights is slowly blinking while the inside fan is on. I was wondering if there is a reset button on the outside unit. It is hard wired with a breaker on the wall above the outside unit.
