Lre3023st/00 Not Working.

Sir/Ma'am,The unit is acting like it is only receiving 120VAC vice 220VAC. However, wall outlet is providing 220VAC. This defective unit is at my friend's home, local technician (not LG service man), told them that main PCB needs to be replaced and it costs over $600, and parts will take at least a week to get it. I've checked various parts web sites and there aren't any parts that cost over $600. Heck, my friend is better off buying a new range.Okay, the symptom is nothing is working, no error codes. The control panel works, various switches seems to be working...PF error code was displayed and I was able to clear that and set the correct time.Since the manual is not that helpful in troubleshooting, I was hoping you could direct me to the right area. This electric oven requires 240 volts of alternating current, not 220.
