Lg M#lp150hed-y8

I've got one of those LP150HED-Y8 LG units and it's not heating on heat strips or heat pump. AC works in Cool mode but tstat is set at 80 and it's 35 outside. I'm thinking main board is bad. I've never worked on one of these units before. I'm an HVAC tech. Only getting 11 to 13 volts on 1 and 3 between the commons 2 and 4.
