Compressor? Or What?

the fan and heat work but when you turn on the ac it sounds like the compressor is going to start for 2 seconds then shuts down, a minute later, same thing, it just keeps on going, fan working fine, louder hum for 2-3 seconds, then quiet and fan running. Any ideas? The filters were past needing to be changed and clogged. What could it have burned out?
