Browser Connection Failed

Why won't my browser open? It just says connection failed when trying to use the browser.

The browser needs an ATT tower to operate off of. If you are using any other services tower you can not get out on the internet using the phones built-in connection. You can always get out using WiFi. This is what I was told two days ago by a Mgmt Tech in Miami. I had been having the same problem while traveling.
