Installed Lg Lan096hv Unit. Outside Fan Never Turns On.

installed brand new unit. inside unit turns on and blows air etc. outside unit (fan) never turns on. in heat mode you can hear outside unit try to come on but only makes a humming noise like something is jammed. looked unit over and nothing is jammed - fan spins freely.. checked wiring and everything has power and wired correctly??
