I Have A Blue Blinking Power Light And A Black Screen, Can This Be Fixed?

I swapped out the monitor to a different pc and it does the same

Your monitor's capacitors are bad. It can be repaired, but is cheaper to replace it. Most places will charge anywhere from $60 to $100 to fix it.

Yes,you got bad monitor all right, it could be fix but lots of places charge 60 to 75 Dollars labor plus parts. So I think your need a new one.
