Camera Does Not Turn On
Camera does not turn on. I have replaced the batteries.

Your Kodak C813 does not turn on properly because there might be a problem with its internal hardware part. Since you have replaced the batteries, it is better if you take this device to the service repair center. It might be on the board of your camera.
