Is Panel Supposed To Be Flush With Cabinet?

Do the vents on the sides have to be on the outside of the cabinet? When mine was installed, I was told they had to and now my dishwasher sticks out about 1-1/2 inches further than my cabinet fronts. What was the point of having a cabinet panel?
