Circulating Fan-loud Noise Coming From Fridge. Unsuccessful Repair By Whirlpool

We knew ice had built up on the circulating fan. It's a 16 year old fridge. Technician came out. He mentioned a new fan blade. Told us to defrost the fridge. We did, he returned with two parts, one was an empty bag so he couldn't proceed. Over a week later he returned with two parts. He told us they were the wrong parts for the fridge. He returned a 4th time, spent about 10 minutes and said he was done. I was confused because he had mentioned the need to defrost the fridge etc. The noise is not as loud, but obviously the fan is damaged or unbalanced. At 16 years, the fan and motor probably need to be replaced or inspected at least. He only looked at the top of the fridge. A licensed Whirlpool technician. I think to replace the motor and fan labour is about $400 per whirlpool. It's a long job?
