No Dial Tone, Constant Static

All of a sudden my headset went to nice and clear with a dial tone to nothing but static and no dial tone. I have rebooted my phone and the headset, changed out the power cord and even tried a whole different headset but still get nothing but static and no dial tone.

I Know the Answer!
