Returned Items And Was Issued A Gift Card That Had No Funds On It. They Were Rud

i recently returned some unwanted gifts from jcpenneys. i was treated rudely and issued a gift card that had no funds even in it when i checked. i can get no one at the store to help me. what do i do? i have contacted corporate but have recieved the run around. please help!
