Eps Problem

I have a problem with my Hyundai accent 2007, the EPS light turns on and the steering becomes stiff and hard. i tried to send my car to hyundai service center here in Jordan but they didn't accept it because my hyundai is imported from outside and they said in order for us to accept to have a look in your car you need to open a file for it and that costs 300$ and does not cover any repair cost.
