Cant Tell If Battery Is Charging

Got a charger for my GT. Plugged it in according to instructions. The power light comes on an flashes but the 1-6 display never lights up. Hours pass, nothing. What am I doing wrong

The charger will shut off when fully charged and continue when drain. Did the charger match the battery Amps?
