Height Adjustment Does Not Work Properly

Model #:UH70930 height adjustment does not work properly. does not raise height until setting 4

The height adjustment does not necessarily "raise" anything that you can see. It's an adjustment for the height of the carpet pile, and is described in detail at this manual page. If you're sure that it's not effective below setting 4, your vacuum is defective and should either be returned to the merchant (if within the return period) or if you can't return it to the merchant taken or sent to Hoover, if it's within the warranty period.
