How Do I Clean The Middle Canister Which Gets Clogged Up?

The canister portion located below the red tubes and above (behind) the collection canister becomes filled with dust and clumps. It is not easy to get to without taking the vacuum apart! Even then I can get so far then have to vacuum out what I can - but it never gets all of it. Should this area be even getting any backflow??? Otherwise the vacuum seems to run fine - It looks awful, though, like this debris should not be collecting there. Is there a way to properly clean this area out?
