Wash And Rinse

Am I correct that to wash the switch is turned to wash and the lever on the handle is pressed to release only  solution, not water.  After the brushes scrub for a period of time the switch should be changed to rinse.  When I do this no water leaves the clean water tank or enters the recovery tank.  I have checked the filters which are clear. Any ideas please?
