Humidifier Is Not Producing Mist.

Humidifier produces mist without catridge, but even after putting in a new catridge, still does produce mist, if I slightly lift water tank so that valve moves I see bubble in the water tank, then it produce mist. Not sure if the water valve is the faulty one.
