Flashing Red Led Light

My unit is not providing AC. The indoor units fan is operating but the outdoor units fan/compressor are not running. There is a flashing red led on top of the chronotherm iv plus thermostat that continues to blink (2 times) then repeats. Tried resetting cb's etc. with no luck.
