Why Thermostat Turns Off Way Before The Room Is Heated To The Set Temperature.

When I set it to 70 degrees, the room is still freezing when it shuts off.  I would like to set it at 68 degrees like I have in other places I have lived to save money, but it won't even begin to heat up the room at that temperature.
