Egr Valve

My car's idle spikes up and down like it has a pulse. This happens mostly when it is cold or hot. Last time this happened they replaced the EGR valve, but it seems to have come back shortly after. I also notice that the car seems to die at high speed when I take my foot off the accelerator. Could it be something other than the EGR Valve causing this problem?
