Here are a few options...

Download SpinRite and run it to recover the drive.  Go here to get SpinRite: http://www.grc.com/intro.htm.  SpinRite is an invaluable hard disk recovery tool.  I've had a copy for as long as I can remember and it's saved my bacon more than once.

Get a copy of Knoppix or another bootable Linux CD and boot to that.  Once the OS is up copy EVERYTHING to a new disk and throw that one away.  Get knoppix here: http://www.knoppix.org/

Here are some more:

When your computer appears to power up okay, but operating system won't start properly, you have to worry about losing all your data.
In most cases, operating system failing to start is caused by you installing a new program/hardware which caused a conflict with another programs or a system file got corrupted.
You can boot up your operating system with Tenorshare Data Recovery WinPE.It allows users to burn ISO file to CD/DVD/USB flash drive directly.
