Touchscreen Troubleshoot After Upgrade Windows 8.1

I Upgraded From Windows 7 To Windows 8.1. Hardware And Drivers Appear To Be Working Well, Except That I Cant Utilize The Touchscreen. Hp Tech Told Me That It Could Be Done But I Had To Pay A Service Charge To Configure The Setting. My Question, What Is The Configuration Procedure To Get The Touchscreen Back On?
