Vga To Hdmi For Video From Pc (hpg60) To Tv Pc Has No Hdmi

I bought a cable vga(output) for pc to hdmi(input) for tv it does not work. The seller of vga/hdmi cable said "Cable might not work by just connecting PC with TV. Your video output device must support both analog and digital signal conversion and output function. Please consult your video output device's user manual for more information." IS THIS CORRECT and does this model do this I have tried 2 tv's please advise
