The Harbor Freight Tools 69738 is a plate compactor that is powered by a gasoline engine. The machine uses a centrifugal clutch to engage and disengage the engine from the plate that compresses the soil. It does not have a friction block.

A friction block and a clutch are two different components that serve a similar purpose. Both are used to engage and disengage a rotating shaft from a driven mechanism. However, the design and functionality of these two components differ.

A friction block uses frictional forces to engage and disengage a shaft. It typically consists of a stationary block and a rotating shaft that are pressed together with the help of a spring. When the spring is compressed, the friction between the block and the shaft increases, causing the shaft to rotate with the block. When the spring is released, the friction decreases, and the shaft stops rotating.

On the other hand, a clutch uses a mechanism to engage and disengage a shaft. The mechanism typically consists of a pressure plate, a clutch plate, and a flywheel. When the clutch pedal is pressed, the pressure plate moves away from the clutch plate, disengaging the engine from the transmission. When the pedal is released, the pressure plate moves back towards the clutch plate, engaging the engine with the transmission.

So, to answer your question, the friction block and clutch are not the same components.
