Press Start And All Lights On Panel Flash

What does it mean when I push the start button on my dishwasher but after a few seconds, all the lights on the panel start flashing and it starts beeping really loud?

You didn't say so, but I'm guessing that the unit then will not start. There could be several possible causes, explained at page 18 of the 77-page manual. If you don't have that manual handy, the pertinent manual page is reproduced at http://www.manualslib.com/manual/542189/Haier-Hdt18pa.html?page=18, under Troubleshooting.
