my portable dishwasher flickers on and off, ..but wont stay on....its an electrical problem....when i take off the panel......what part do i replace from the panel to correct this problem

in the panel first check if the panel is dry or not. if not dry a blower to remove the moist. then check for all the connections including the soldered ones. if found any broken or loose connection, solder carefully. in case there is any partly damaged or worn-out or burnt components replace them. change the capacitors correctly.
