My Ge Hot Water Tank Well Run After Ever Time We Turn The Faucet On For A Second

why does it continuously run after ever use of water weather it's cold or hot being used for less then a min..also it sounds like it's bubbling almost like a boiling sound and it like pops and hisses everyone it turns on help please I think this is why my electric bill is so high cause it run periodically
