Why Does Refrigerator Only Cool To 44 Degrees?

The refrigerator cools to 44 degrees. It does not go lower. The recommended temperature for the refrigerator is between 36 and 38 degrees.The freezer goes down to 2 degrees and will not go lower. The freezer should go to below 0 degrees.
