This is just a guess, but I would replace the proportioning valve (also called a metering valve by some people). The proportioning valve controls the line pressure for the front and rear brakes. A defective one could cause your problem.
It's usually located near the master cylinder, but I'm not sure if they are always in that location. Here's what your proportioning valve looks like:
