Why Will The Pressure Not Release On The Breaks In The Front?
we have changed the shoes, calibers, rotar, and bearings and bled the breaks, still will not relieve pressure after breaking and is rubbing

What condition are your rear brakes in? If your rear brake shoes are worn thin or the drums are out of spec, that may affect your front brakes. Why? Because of the proportioning valve. Check to be sure your rear brakes are up to snuff first and then read the next paragraph!
This is just a guess, but I would replace the proportioning valve (also called a metering valve by some people). The proportioning valve controls the line pressure for the front and rear brakes. A defective one could cause your problem.
It's usually located near the master cylinder, but I'm not sure if they are always in that location. Here's what your proportioning valve looks like:
