Fridiaire Ac Problems

ac will come on after outside temp gets above 60. After i runs a while the fan speed starts changing itself, faster, med, slow over and over then will go back to slow for a while, then do it again. And also, after you turn unit on you can only turn it off by unplugging it from the wall, control panel doesn't work for anything. Any suggestions?
