Is The Oven Fan Supposed To Come On When Using The Top Burners?

No the fan should only operate and come on if you use the oven portion of your appliance. If the fan continues to come on it is being tripped by a heat sensor on the unit. The unit may be getting to hot internally. Contact the manufacturer and/or a technician.
