Blinking Lights

Why is the Top Rack and all 4 cycle lights blinking and i cant get it to compleat a wash cycle.

Flashing lights is a power failure code. The power failure code is tripped when as little as 10% of the power is lost to the unit during cycle. You could have a power supply issue or it could actually be a board or wash motor. You would definitely need a service tech to inspect the unit, as this is not a typical DIY job.
