Engine Air Filter Changing

Am following the manual on changing the ENGINE air filter and the cover seems to still be held by something on the front side after I loosened the clamp and flip the tabs on the side next to the windshield. I have read where others have had the same problem but I find no answer. It is being held my some type of clamp but can't seem to make them move. This is the ENGINE air filter and not the cabin air filter. Thanks.
