Will Not Crank No Power. Batteries Fully Charged And Cables Clean

If the battery is good and the battery cables are clean, then it must be that your starter is bad. But first check the wires that attach to the starter and clean them, if necessary. Just be sure to disconnect the negative battery cable before removing any starter wires or you will get a spark and possibly a jolt if you touch the wires.

If the wires look good, then you will have to remove the starter and have it tested. Autozone will test your starter for free and will let you know if it's any good or not.
