Why Is Remote Disabled On 2000 Focus When Running And Locked!

I had to call AAA to unlock my car that was running with ac on because who would have thought that Ford set up the remote to disable when key is in ignition and/or running so we could not unlock the door or open hatch! Tow truck driver never heard of such a thing either!
