How Do I Check To See If My 2008 Ford Focus' Air Filter Needs To Be Replaced?

Your car will have a badge on the back that identifies it as a PZEV (partial zero emmissions vehicle). They are only marketed in California as far as I know.
For non-PZEV Focusses, the air filter is designed to go 150,000 miles without changing. There is a restriction indicator on the filter housing, as long as its in the green, the filter is okay. You may also have an indicator on the dash display.
If you do have to change the filter, a Ford original equipment one is over $400.00 (yeah, four hundred bucks!). K&N makes a replacement that's a lot cheaper, but in reality, you shouldn't need to change it until it gets restricted.
